Alumnus Alexandru Cladco hosts US Judge from Hawaii

In November 2013, Legislative Fellows Program (LFP) alumnus from Moldova Alexandru Cladco hosted Associate Judge of the Supreme Court of Hawaii Steve H. Levinson as part of his post program outbound project, entitled "Strengthening capacities of the General Prosecutor's Office and Moldovan courts in ensuring respect of human rights of the defendants during criminal proceedings, from the US Hawaiian perspective".


Judge Levinson was excited to visit Moldova and get acquainted with Moldovan domestic legislation, organization of the Judiciary and local NGO activities in the field of protection of Fundamental Human Rights and Liberties. Also, he found out that the outbound project will offer him the unique possibility to acknowledge with Moldovan cultural heritage, history and culture. Mr. Levinson met officials both from Governmental and NGO sectors, incl. prosecutors, judges, activists and lawyers. Also, we were honored to be hosted by the local US agencies (ABA Roli, ROLISP Program, American Resource Center and of course American Councils in Moldova) and get acquainted with their programs and projects in Moldova, especially on Justice Sector reform. Judge Levinson delivered 2 presentations to the INJ attendees and University students about US Federal and Hawaiian systems of Judiciary and the main differences between continental system of Law (that is ruling in Moldova) and common-law operating in the USA and Hawaii.

 

The original idea of the Outbound Project consisted in:

1. Exchanging experience with US counterpart in matters related to organization and functioning of the of the judicial branch in the Republic of Moldova.

2. Identifying best practices for their further implementation in the Moldovan domestic legislation and case-law.

3. Familiarizing Moldovan fellows with US and Hawaiian organization of judiciary.


During my stay in Hawaii (April 2013) as LFP participant, I had a great privilege to meet Mr. Steven Henry Levinson, retired (associate) judge of the Supreme Court of Hawaii. I choose him as my US counterpart, in order to implement my outbound project, which I have submitted to the American Councils. He has accepted my proposal and found the objectives (listed below) interesting and feasible. Mr. Levinson was anxious to visit Moldova, to get acquainted with Moldovan system of Law, organization of Judicial branch, to meet professionals from Judiciary and local NGO's. Also, he found out that the outbound project will offer him the unique possibility to acknowledge with Moldovan cultural heritage, history and culture.
