PFP alumnus Igor Chirosca coordinates the visit of Judge Frank J. LaBuda, New York State Judge, to Moldova

On August 6, Judge Frank J. LaBuda from Sullivan County Courthouse in New York, who was on an official visit in Moldova for a few days, visited American Councils Moldova office and met with David Jesse, American Councils Country Director and Daniela Munca-Aftenev, Professional Fellows Program Coordinator. PFP alumnus Igor Chirosca facilitated a series of events organized in collaboration with National Institute of Justice, Superior Council of Magistrates and US Embassy to Moldova. Judge LaBuda delivered a series of workshops and presentations for Moldovan judicial assistants and court clerks.


Hon. Frank J. LaBuda has served as the elected justice of the highest trial level court in the State of New York since 1997. During his tenure as a trial judge he has authored more than 157 officially published decisions addressing constitutional, statutory and common law issues. Judge LaBuda's decisions have provided legal precedent for other trial judges on issues of evidence, trial procedure, criminal, civil, Surrogate's and negligence law.


Judge LaBuda, who is fluent in the German language, has traveled extensively throughout Europe and Far East Asia as a speaker on constitutional law, the Judiciary in the U.S., Arbitration and Trial practice. He has lectured and participated in legal symposia in Benin, Ghana, Hungary, Korea, Kosovo, Serbia, Slovenia, and Uzbekistan for Judges and Law Students.
